Abstract
In this Resolution, the Richmond City Council reaffirms its commitment to just and humane immigration policies and calls upon the Department of Homeland Security (DHS) and the Immigration and Customs Enforcement (ICE) to issue a moratorium on raids until Congress comes to an agreement on comprehensive immigration reform.
